Dhaka’s security-related regulations for Rohingya camps

Bangladesh Prime Minister Sheikh Hasina has said there are 1.1 million Rohingya refugees from Myanmar in Bangladesh, mostly in the refugee camps. 
New Delhi: Keeping in mind security issues, Bangladesh has issued fresh instructions for NGOs and other international organisations working with the Rohingyas, mostly in the Cox's Bazaar area of the country.

Bangladesh Prime Minister Sheikh Hasina has said there are 1.1 million Rohingya refugees from Myanmar in Bangladesh, mostly in the refugee camps and there have been worries about security problems. The new instructions have tightened access to the camps, even for international organisations.

Now, international NGOs must provide to the district administration a list of projects they are involved in and also, details of the staff involved. All NGO staff and volunteers have to carry Identification Cards. And when the NGOs are hiring staff, Bangladesh nationals will have to get priority. NGOs also have to submit a project report and after the work is done, a completion report.

This has to be done with 15 days of the project being completed. There is also a limit to humanitarian assistance. This kind of work can now be done only during the day. After dusk, NGO activities have to be restricted to medical and emergency services.

There have been strictures on financial dealings as well. The NGOs have to make VAT payments on the project cost to the revenue department. NGOs must not distribute cash or be involved in activities harmful to the environment. And importantly, they should not come in the way of people being repatriated.

Rohingyas fled to Bangladesh and some Southeast Asian countries after facing persecution in Myanmar. A majority are in Bangladesh; many have been there for several years.
